BCLI’s Renovate the Public Hearing Project Committee met on November 15 to discuss the first draft of the final report following the conclusion of the public consultation. During the meeting, the Committee focused on discussing the current place of public hearings in light of government reform. Last year, amendments to the Local Government Act no longer permitted local governments to hold public hearings where (1) a proposed zoning bylaw permits residential development that is consistent with an existing official community plan, and (2) a proposed bylaw relates to small-scale multi-family housing developments. These amendments are important considerations for the Project which explores improvements to B.C. laws on public engagement on land use.
